If a U.S. state has banned, suspended or paused law enforcement use of Flock Safety or other automated licence plate reader cameras after Issuance and before Jan 1, 2027, then the market resolves to Yes. The action must be taken by a state, on or after August 21, 2026, and be reported before Jan 1, 2027. A qualifying action is enacted legislation, an executive order, a court order applying statewide, or a binding directive from a state official or agency with statewide authority, that prohibits, suspends or pauses the installation or operation of Flock Safety or other automated licence plate reader cameras by law enforcement. These count: A statewide ban or moratorium on new law enforcement ALPR installations A statewide order pausing or suspending operation of cameras already installed A binding directive from a state official with statewide authority, even where it reaches state agencies such as the state police in the first instance A measure with a delayed effective date, so long as the action itself is taken in the window These do NOT count: Action by a city, county, school district or any other political subdivision rather than the state Conditions on use rather than a prohibition, suspension or pause, including purpose limits, data retention limits, warrant requirements, audit requirements and restrictions on data sharing A non-binding request, recommendation or urging that a locality is free to disregard A review, study or task force that has not itself imposed a ban, suspension or pause A law enforcement agency's own decision to stop using cameras where the state has not required it Anything that happened before August 21, 2026 Only reporting from a Source Agency qualifies for the purposes of this market. Reports that merely reference prior publications (from before Issuance) do not qualify. Republishing of content originally produced by other sources (e.g., wire services) only qualifies if the content is hosted on the outlet's official platform and the outlet is clearly identified as the publishing entity.
