The ruling must: Be issued by a New York State court in Multicultural Business Coalition v. City of New York, Index Nos. 160693/2026 and 160694/2026, or a proceeding formally related to, consolidated with, transferred from, renumbering, succeeding, or reviewing either named matter and concerning the same requested relief Address the matter described by the specified judgment Be issued through a written order, opinion, judgment, or decision A temporary restraining order, preliminary injunction, permanent injunction, or other written relief qualifies if it has the operative effect of prohibiting, suspending, or pausing the opening or operation of at least one planned New York City municipal grocery store. Partial relief affecting only one planned store is sufficient. A temporary restraint contained only in an order to show cause does NOT qualify; the restraint must be issued through a separate qualifying written order, opinion, judgment, or decision.
