If the US agrees to or announces a new deal granting the U.S. government ownership or lease rights to Venezuelan oil fields after Issuance and before Oct 1, 2026, then the market resolves to Yes. The deal must grant the U.S. federal government an ownership interest in, or a lease of, one or more Venezuelan oil fields, directly or through an entity holding the interest on its behalf. Equity in an entity owning the fields also qualifies. No minimum ownership percentage or lease term is required. A new deal is an agreement first reached after Issuance. Reannouncements, implementation, or continuation of arrangements agreed before Issuance do NOT qualify. Oil purchases or supply commitments, custody or control of oil-sale proceeds, sanctions permissions, and private-company deals without an ownership or lease interest for the U.S. government do NOT qualify. An agreement or announcement qualifies if it involves any of the following: Formal signing of treaties, accords, or binding agreements Parliamentary approval with binding effect Official ratification Formal commitment by the head of state/government with constitutional authority Official statements by authorized ministers Official press releases Formal declarations during government proceedings Official statements to international bodies Phased implementation announcements and multi-party agreements where the country is a signatory also qualify. Announcements with specified future implementation dates qualify. The following do NOT qualify: Preliminary discussions, negotiations, or expressions of interest without commitment Conditional agreements contingent on circumstances Opposition party statements Leaked documents or unofficial reports not confirmed by government sources Think-tank recommendations without government adoption General aspirations without specific commitment Draft legislation without approval Regional actions (unless specified) Retraction of previously announced commitments
