Convert Wrapped SEI (Universal) USEI to Ultima ULTIMA

uSEI is a tokenized implementation of SEI designed to enable exposure to SEI across multiple blockchains including Base, Polygon, and Arbitrum. uSEI is backed 1:1 with SEI reserves and issued as an ERC20 onchain.
